The riverbanks were overflowing with people escaping the flames. At the foot of Taisho Bridge, a temporary relief station was set up and the injured were laid out in a line. Relief teams from other prefectures brought in rice balls and hard tack, distributing it to the injured. Many died unable to eat it.
