“THE LAST MOVE…‘GO’GAME”
By the end of 19 century, American naval powers had systematically encircled Japan. She found herself, like a ‘kawazu’, a frog, in the midst of lake, sitting on a lily pad facing the turbulent waves and winds of progress.
It was like in a game of the US Navy military power had successfully made the last“move”toward fulfilling its National Foreign Doctrine to convert the Pacific Rim into the “Lake of America”.
Only thing left was to bring Japan onto her kness, as the United States successfully brought China without any difficulty.
There were incomparable differences between two nations of Japan and America with respect to the national resources, economic power, and industrial capabilities.
In particular, U.S. air power was overwhelmingly greater in quantity, quality, and destructive capability when compared with that of Japan.(Michael Slackman, Pearl Harbor in Perspective. Arizona Memorial Museum Association, Hawaii, 1986,p.67) It was a foregone conclusion that Japan was the first Asiatic country―non-Anglo-Saxon race―ever to become a “modern nation”and an accepted Great Power, but not without paying an enormous price. Moreover, Japan was the last nation in the Far East to have subjugated herself to the United States and under its military power.(Helen Mears, Mirror for Americans: Japan. Houghton Mifflin Co.,Boston,1948,Forward Ⅸ)

Two Translations:
“Since all seas of the world are brother, why do winds and waves of strife rage so violently?”
“The sea surround all quarters of the globe and my heart cries out to the nations of the world. Why then the winds and waves of strife disrupt the peace between us?”
