The United States’ ambitions to make the Pacific Rim the“Lake of America”were at the heart of American Foreign Policy(during the administration of William Howard Taft) so that America might not be excluded from having free-access and equal commercial opportunities in the Orient as European nations.
America saw the unavoidable geographical and ideological nation of Japan in the Orient become paramount ― like a nation’s location, its neighbors, its terrain and climate, shaped a nation indelibly as permanent features. Japan was virtually unknown to America suddenly became the fact of her interest.
