The cover photograph shows officers from the North Atlantic Treaty Organization (NATO) and the Warsaw Treaty Organization (WTO) discussing military manoeuvres prior to a NATO exercise in the Federal Republic of Germany. It is related to one theme of this issue of the Newsletter, the developments in the Vienna talks on Security and Confidence-Building in Europe. The other main focus concerns the work of the United Nations Disarmament Commission; and this issue also reports on the opening of the 1989 session of the Conference on Disarmament which was discussed more fully in the February Newsletter.
